The Sakhalin Region is implementing the Program “Social and Economic Development of the Kuril Islands” (Sakhalin Oblast) for 2016-2025” (hereinafter - the Program).

To provide educational, health care, culture and sports institutions with personnel the program provides for an event to attract qualified specialists moving to permanent residence and work in state and municipal institutions of the Sakhalin Region.

Requirements for specialists - Program participants:

citizens of the Russian Federation
under the age of forty
with higher education or secondary vocational education according to the training program for mid-level specialists
, who entered into an employment contract for an indefinite period with a state or municipal institution on the territory of the Kuril Islands
before moving were registered at the place of residence outside the Kuril Islands or will return to the Kuril Islands for permanent residence after graduating from higher or secondary specialized educational institutions.

The Regional Government provides incentive measures for Program participants.

One-time allowance in the amount of 1.1 million rubles
- A qualified specialist should work under a signed contract for at least 5 years
- The allowance is paid by transferring to the accounts (bank cards) of specialists to credit institutions.
- The target of spending the allowance is determined by a qualified specialist independently.
Reimbursement of part of the expenses for accommodation in the amount of up to 25.0 thousand rubles per month.
- The expenses of a qualified specialist for the period of temporary accommodation, during which the specialist lived in a residential building, but not earlier than the date of the conclusion of an employment contract with the institution are to be reimbursed
Completion of vocational training and additional vocational education in any part of the Russian Federation according to the required educational program with reimbursement of travel expenses to the place of training and back, payment for the rental of living quarters during the training

The application procedure is approved by the Procedure for the payment of allowances (attached in the materials), share of the approved applications is more than 85% of the received ones. In 2019, 27 applications for the provision of allowance were received, and 23 positive decisions were made.
