“Proven Business” entrepreneurship service

According to a survey conducted in 2019, more than 42,7% of Russian entrepreneurs have felt an increase in the administrative burden on their business over the past year (source Results of a Study by the Federal Tax Service of Russia). Half of the respondents (50.1%) believe that administrative penalties have become tougher to some extent over the past three years. Mitigation of punishments was noted by only 6,2% of respondents. 41,8% of entrepreneurs do not know about the measures for the prevention of offenses carried out by control and supervisory authorities, only 29% of entrepreneurs attended these events. At the same time, half of the respondents who participated in these events were disappointed in them.

The presented results indicate the relevance of measures in the field of interaction between business and supervisory authorities, but a new approach should be , taking into account the specifics of working with small and medium-sized enterprises, self-employed citizens and aspiring entrepreneurs.

«Proven Business» includes:

— a set of tools to inform entrepreneurs about the possibilities of the project (publications in the media, posts on social networks, a series of videos);

— research and surveys of users of the site, applications, initiation of proposals in the field of approaches to the reform of control and supervisory activities;

— consultations and support within Expert office, hotline and mobile application;

— a platform that includes a website with a directory of typical violations, answers to questions, current news of legislation; checklists for self-checking, special sections (actions of entrepreneurs during the implementation of restrictive measures related to the spread of a new coronavirus infection; a knowledge base for self-employed citizens);

 — formation of a community of experts in the field of control and supervisory activities.

Features of the «Proven Business» project:

— is created with the participation of state authorities responsible for the development of small and medium-sized businesses, prosecutors and entrepreneurs;

— based on more than 300 proposals of entrepreneurs;

— a technological solution that allows you to work with large amounts of data with varying degrees of detail;

— ease of replication due to digital solutions and availability of an expert training system.

The «Proven Business» project is the winner of the Competition of the best practices of control and supervisory activities Checkpoint — 2018 of the Analytical Center under the Government of the Russian Federation, as well as the winner of the All-Russian Competition of Best Practices and Initiatives for the Socio-economic Development of the Subjects of the Russian Federation, organized by the Agency for Strategic Initiatives for the Promotion of New Projects.

On November 13, 2020, the «Proven Business» project was presented to the President of the Russian Federation Vladimir Vladimirovich Putin at the plenary section of the forum Strong Ideas for a New Time, organized by the ANO Agency for Strategic Initiatives for the Promotion of New Projects.
