Practice description

Tasks:

Detecting, accelerating and scaling economically effective solutions related to capital repairs and renovation of general education facilities (including setting up multi-purpose education space through architectural and interior design solutions), and the ones related to development of teaching means and educational process support technologies.

Objectives

Cutting down the cost of setting up one student’s workplace in a general education facility;

Setting up modern, smart, adaptable, multi-purpose education spaces in line with the current level of social and economic development;

Boosting the current general education facilities throughput values by making use of education spaces more efficient (adaptable and multi-purpose).

Collection of cost-effective practices of new construction, reconstruction and overhaul of general education facilities aimed at joining efforts of government, business and society in solving the problem of creating a modern and safe digital educational environment, ensuring high quality and accessibility of education of all types and levels.

You can get acquainted with the collection of cost-effective practices for new construction, reconstruction and overhaul of general education facilities in the «Materials» section.

Current issues (according to Rosstat data as of the end of 2018 in the Russian Federation):

There are about 3.5 thousand educational facilities, the total capacity of which is more than 1 million places are in dilapidated state (buildings are worn out more than 70%);

The number of students in the second shift is 2.1 million people . In 113 schools (16.6 thousand children) children study in three shifts;

About 14,8% schools are in need of overhaul, while in 13 regions the share of school buildings requiring overhaul is more than 30%;

4% of schools do not have central water supply and sewerage;

More than 20% of schools do not have standard indicators of illumination, furniture does not match growth-age characteristics of children, etc.;

In the period until 2024, annual growth in the number of students in general education programs is expected, on average by 400 thousand persons.

The formation of a single collection of ready-made practices and solutions for creating smart educational spaces in schools creates the preconditions for:

Increasing the efficiency of spending budget funds and investing resources allocated by the state in increasing the availability and quality of education;

Creation of effective, smart educational spaces that meet modern requirements for the development of society and technology;

Equipping educational spaces with modern teaching aids and educational equipment;

Rapid scaling of the best Russian and world practices for creating educational spaces.

Target segments

Government representatives of federal, regional and municipal levels:

Construction (construction and overhaul of educational institutions in the amount stipulated by national projects);

Educational (provision of places in general education organizations, comfortable working conditions for teachers and the learning process of students);

Social and economic (formation of the image of the region/city with a high level of quality and accessibility of general education).

Representatives of the business community — builders/developers (minimizing the cost of building a school with integrated development of the territory).

Representatives of the project community — developers/architects/designers (understanding of modern trends in the creation of educational spaces, the possibility of expert assessment of design solutions and promotion of projects).

Community of school teams — principal, teaching staff (the possibility of fast, modern and inexpensive transformations of existing educational spaces).

The use of practices for the formation of technical specifications when holding tenders for the development of design estimates for the construction of educational institutions (The customer has an idea of WHAT can be implemented, and the Contractor knows HOW to implement).

Implementation mechanism

The practice was implemented with information and administrative support from the Agency for Strategic Initiatives to Promote New Projects. All-Russian competitive selection was organized to collect practices and solutions. In order to attract the maximum number of constituent entities of the Russian Federation to participate in the competitive selection, the Agency involved representatives of regional executive authorities (ministries and departments of education and construction). An expert council was formed to evaluate projects and solutions.

As a result, the best projects with the indication of the authors were collected in a catalog that is available for use in all regions of the Russian Federation, for public and private customers.

Examples of completed projects

Branch of Lyceum No. 3 named after Hero of the Soviet Union Y.P. Maksimov (Moscow Region, Domodedovo)

The school was developed jointly with the Moscow Region Architecture Department, the main task was to increase the efficiency of all design solutions — both internal planning and zoning of the school site.

Functionally, the school is divided into 3 blocks — primary, high school, and also a public area. The key element of the interior is an atrium with an amphitheater in the main entrance area, combined with a central staircase connecting all floors. The atrium amphitheater quickly gained popularity among students and became a favorite place to relax and socialize during recesses.

Thanks to a number of architectural solutions, it was also possible to create a modern, bright and spacious room. For example, the active use of compact planning and glazing in the interior spaces, corridors, overhead lighting of the gymnasium gave the feeling of a bright and spacious room.

MBEI «Lyceum Technopolis» (Novosibirsk region, Koltsovo settlement)

«Lyceum Technopolis» was built according to a unique project, within the framework of which a ¾-storey educational block was built, as well as a sports block with two gyms, a sambo hall, a ski base, a shooting range and a swimming pool. The school grounds are equipped with anti-shock play areas, volleyball, basketball and football grounds.

The Lyceum uses modern energy-saving technologies, including local heating and ventilation systems, as well as adaptive systems of direct (solar) and electric lighting. In the building of the lyceum there are play and relaxation zones, separate rooms for organizing additional education for children, an assembly hall with additional rooms, a spacious dining room, and a library. Particular attention is paid to the equipment of engineering laboratories and workshops.

Currently, the Lyceum has:

The laboratory of three-dimensional modeling and prototyping;

The laboratory of unmanned aerial vehicles;

The video production studio;

The sound recording studio;

The Space Engineering Laboratory;

The Virtual and Augmented Reality Laboratory;

The Computer Design Studio;

The training ground for robotics.

The Lyceum has high-tech engineering, interactive and educational equipment. In the building and on the territory of the Lyceum, a barrier-free environment has been organized for children with disabilities and disabled people. «Lyceum Technopolis» is a platform for creating a new educational format for children of the Koltsovo science city in the field of engineering sciences, based on project team activities.

Effects of implementation

Impact of the project on the implementation of national projects or projects of global significance:

Assistance in achieving the national goal — ensuring the global competitiveness of Russian education, the entry of the Russian Federation into the top 10 countries in the world in terms of the quality of general education (Decree of the President of the Russian Federation dated May 7, 2018 No. 204 «On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024»);

Elimination of the second shift in educational organizations (schools);

Assistance to federal and regional executive authorities in the implementation of the federal project «Modern school» of the national project «Education» in terms of identifying and replicating «smart solutions» to create new places in educational institutions (at least 230 thousand places).

Changing the prevailing paradigm in the educational environment:

Education of competent, responsible, independent, competitive personality (impossible without creating smart educational spaces);

New sports, cultural and educational infrastructure open to city residents;

Creation and large-scale use of new technologies in the construction and design industry (through access to a collection of ready-made solutions by market participants);

Transformation of the goals of the participants in the creation of educational spaces — a change of priorities from the use of public funds to the creation of high-quality and comfortable conditions for the development of children in modern Russia (increasing the efficiency of spending budget funds up to 30%).

Practice result

As part of the project implementation:

In the six months since the volume was published, more than 10,000 people, representatives of state educational structures and school communities from all regions of Russia, have used the collected materials.

The cost of organizing one place for a student in a general education institution decreased by an average of 7%.

The average number of bidders in tenders for the development of design and estimate documentation on the construction of educational institutions has increased by 30%.

Implementation cost: From 1 billion to 10 billion ₽
