By late 2019, the Agency for Strategic Initiatives (ASI) was to include a number of best foreign practices in the library of smart solutions Smarteka, Alexander Pirozhenko, Deputy General Director of the ASI, reported.

Previously, the President Vladimir Putin instructed the Agency "to ensure, with the participation of the Russian constituent entities' state authorities, the interested Russian development institutions, and international development organizations, the creation of a platform for sharing and distributing best practices in the field of social and economic development."

The work on the instruction is going on already. At the ASI, the draft platform was named Smarteka. Smarteka now comprises 77 projects that are already implemented in 55 regions of Russia in the social sphere, tourism, healthcare, and agriculture. Previously, "smart solutions" were selected once a year based on the results of the competition of best social and economic practices of Russian constituent entities; proposals may have been submitted by the regions only. However, according to Svetlana Chupsheva, the ASI intended to "put on the library shelf" best practices of ministries, agencies, development institutions, business and public associations, as well as international organizations.

The key objective of Smarteka is to facilitate the search and exchange of solutions for the social and economic development of territories — regions and cities, as well as the solutions of important social problems. In addition, the project will enable the creation of communities comprising active people who transform the life around them irrespective of their place of work, position, or social status.

At the first stage, Smarteka will accumulate solutions aimed to achieve national goals. "The number of regions and cities have already accumulated the experience that may be demanded throughout the country and abroad. There are examples of practices in the social sphere, housing construction, and entrepreneurship development that may be adopted by other regions and cities. In this regard, there is a need to concisely and clearly describe such experience and support its replication," Alexander Pirozhenko emphasized.

The Agency commenced to collect and describe successful practices to be included in Smarteka. The platform beta version is to be launched by late 2019.
