The recommendations suggest the creation or development of an existing infrastructure for the interaction of the authorities with volunteers and volunteer centers.

Adoption of regional public authorities rules of interaction with socially oriented non-profit organizations (SO NPOs) and volunteer associations
Appointment of a person responsible for the development of volunteering in the region (not lower than the deputy head of the subject of the Russian Federation)
