The Tyumen Region has integrated Turnkey Personnel, a project for training specialists for investment projects. The project aims to provide the region's economy with professional workers and introduce elements of dual training into vocational training. Turnkey Personnel is available for regional distribution on ASI's Smarteka.

"ASI has switched to the service logic of communicating with target communities. The development of HR services for businesses and investors is becoming one of the key areas of these efforts. The Turnkey Personnel successfully implemented in the Tyumen Region is an advanced practice to create and develop personnel services in the region to meet the needs of investment projects. The practice has proved to be efficient during the implementation of the regional standard of personnel support for industrial (economic) growth. It has been adopted from the Tyumen Region, the mentor region, as one of the approaches to building a regional model of personnel support within the management model of the personnel standard," Yuliya Khanzhina, Deputy Head of the Young Professionals Direction at ASI, said.

Using the mechanism, the initiator of an investment project or an enterprise applies to training, retraining, or advanced personnel training to the Department of Education and Science or multifunctional centers for applied qualifications set up by vocational educational organizations. With employers involved, training programs for middle-level specialists are being developed and implemented. The project portfolio includes 360 programs. Specialists continue training at multifunctional centers for applied qualifications. More than 3 thousand people are trained annually at the expense of the regional budget.

Tatyana Dubrovina, Head of the Vocational Education Department of the Tyumen Region Department of Education and Science, spoke about cooperation with local enterprises. For example, educational organizations and Tyumen companies develop curricula focusing on current production requirements and requests. Specialists working at production facilities teach at technical schools and colleges, and teachers of the professional cycle and masters of industrial training must pass internships at regional industrial companies. Turnkey Personnel helps to flexibly respond to the needs of the labor market, which shapes the government request for professions and workers.

To meet the employers' requests, the project has provided training in 50 new professions. Yevgeny Parfenov, a 23-year-old electrician at the BKU plant, has completed the retraining program. After the army service, he decided to move to Tyumen and got a job at a factory. He had a low competence category and no job experience and expected a low salary. His foreman offered him to complete the retraining program.

"Six months later, the plant offered me to pass advanced training. I didn't even know that it was possible. I studied for free in the Tyumen Technical School of the Construction Industry and Urban Economy. It was convenient to study, always in the evening, that is, I did not lose my salary and increased the job category. Now I am assigned more responsible and serious tasks, and the salary has become higher," Parfenov said.

One of the project drivers was the situation when specialists who came from other regions started working at the new facilities. The government of the Tyumen Region has reformed and improved the quality of the vocational education system and revised the program timing and mobility.

"We have a clear synchronization of the plans of investors, enterprises and industries of the Tyumen Region with the forecast of training the specialists they need. This allows us to provide personnel to more than 300 investment projects implemented in the region," Dubrovina said.

The mechanism implemented in the Tyumen Region has changed the training strategy: it has focused on practice by analogy with the dual training system adopted in Europe, which provides for a balance of theory and practice. Students learn theory in an educational institution and gain skills at an enterprise with the help of an experienced mentor. A trilateral agreement between the government of the Tyumen region, employers and vocational education organizations assumes that all types of practices are brought in line with business needs.

A practice-oriented approach will help educational institutions improve the quality of education, develop the material and technical base. The business can cut the costs of finding, selecting and onboarding personnel and increase labor productivity by hiring new personnel. Future workers will get a job, the opportunity for career growth and professional development and become competitive in the job market.
