The selection contest to be held on ASI's Smarteka from May 27 to October 15, 2021, was launched at the IX International Congress "OrgZdrav-2021" during the session "Best practices in medical care in Russia and the world". It aims to select the most effective human-centered practices to increase citizens' satisfaction with medical care.

During the session, the President of the Federal State Budgetary Institution "NMIC of Cardiovascular Surgery named after A. N. Bakulev" of the Ministry of Health of the Russian Federation Leo Bokeria said that the dissemination of best practices, knowledge and standards in healthcare has great potential: "I would like this initiative to be picked up by everyone and developed locally, since it is impossible to achieve universal prosperity in the country without it," Bokeria explained.

The contest sponsors included the Higher School of Healthcare Organization and Management (HSHOM). HSHOM Rector, Head of the Smarteka expert pool in the category "Health and Lifestyle", Doctor of Medical Sciences Guzel Ulumbekova emphasized the power of communication and exchange of experience in healthcare and organizational solutions that improve the results of medical care, but at the same time do not require significant investments and can be quickly put into practice. She also said that ASI's Smarteka was the best resource to look for and adopt such experience.

"The benefit of the platform is that they not only represent regional and foreign practices, but also do it in a structured format. As a result, it is easy to find such information, understand what additional resources are needed, and implement the proposed solutions. The contest launched on Smarteka will identify the best ideas that will obviously be useful for all health care managers. This is the best example of how, even in the most difficult 2020, our colleagues were able to find the strength and time to approach problems creatively to achieve better results and help medical workers," Ulumbekova said.

Deputy Director General of ASI, Head of Good Practices Direction Aleksander Pirozhenko invited staff members of municipal medical institutions, private clinics, relevant ministries and departments to share their successful experience.

“Smarteka has a set of successful practices from the healthcare sector, which have been followed in the regions. There is an example when the successful experience of a public hospital was adopted not only in other regions, but also in private clinics. Yekaterinburg's Regional Obstetric Monitoring is a cloud-based medical information system that supports medical decisions and monitors pregnancy and allows doctors to determine the risks of complications of pregnancy and childbirth and provide timely prevention. We see interest in these practices and want their number and quality to increase. The contest will boost this process," said Pirozhenko.

All submitted projects should be aimed at the development of the healthcare system and tested, have proven effectiveness or formalized sets of measures with measurable results and the potential for replication in other regions. Each application will be evaluated by expert groups, the winners will be selected by the jury, which will include the representatives of the Ministry of Health of the Russian Federation, heads of development institutes, chief doctors of large hospitals, and honored doctors of the Russian Federation. The winning practices will be posted on Smarteka for replication in the regions of Russia.

Applications will be accepted on Smarteka in the Contests section until September 15 in three categories:

Primary (outpatient) medical and sanitary care – practices aimed at increasing the satisfaction of citizens with outpatient medical care and aimed at the prevention, diagnosis, and treatment of diseases and conditions, medical rehabilitation, monitoring pregnancy, the promotion of a healthy lifestyle and sanitary and hygienic awareness.
Inpatient medical care – patient-centered practices implemented in hospitals and including the diagnosis and treatment of diseases and conditions that require the use of special methods and complex medical technologies, as well as medical rehabilitation.
High-tech medical care – practices that ensure the availability of medical care and include the use of new complex and/or unique methods of treatment, as well as resource-intensive methods of treatment with scientifically proven effectiveness.
